Use the simplest role that fits the job, then add scope only where the role actually needs it.

Platform Roles

SUPER_ADMIN: full platform control
PLATFORM_ADMIN: platform setup and management
PLATFORM_MANAGER: broad platform operations with fewer high-risk controls
SUPPORT_AGENT: support-safe viewing and scoped edits
MONITOR: large-scale supervisory reporting and billing visibility

Institute Roles

INSTITUTE_ADMIN: scoped institute administration
INSTITUTE_MANAGER: scoped daily operational management
INSTITUTE_ATTENDANT: scanning and attendance desk only
GUARDIAN: guardian portal access only

Scope Rules

Use scope only where it matters. Platform roles stay global. Monitor and institute-side roles can narrow access by location or institution context.

Global

Platform roles are global and do not need institution or branch fields.

Address Filtered

Monitor access can be narrowed by division, district, upazila/thana or union/ward before institution lists are filtered further.

Institution Scoped

Institute roles normally require institution scope and may optionally narrow down to a branch where the workflow needs it.
